The businesses being defined as "small" in this study constitute 99.93% of all business in America - a meaningless sample size. How can it be said that "small" business will benefit when small is nearly every single business in America? This is simply an irresponsible statement borne from research that has no scientific validity - imagine a study that wanted to see if "short" people would benefit from the stimulus package, and the study included 99.93% of all people as "short". It's a ludicrous study - no one would undertake it. This study has the same problem - the sample size is simply too big to have any meaning to anyone. One very big problem with this research.
