How can it be said that &quot;small&quot; business will benefit when small is nearly every single business in America?

This is simply an irresponsible statement borne from research that has no scientific validity - imagine a study that wanted to see if &quot;short&quot; people would benefit from the stimulus package, and the study included 99.93% of all people as &quot;short&quot;.  It&#039;s a ludicrous study - no one would undertake it.

This study has the same problem - the sample size is simply too big to have any meaning to anyone.</description>
